Ransomware families mutate faster than signature databases update—LockBit 3.0 introduced 14 distinct variants in a single calendar year, each with modified encryption routines that invalidated existing signatures within hours of deployment. Enterprise malware detection pipelines that rely on static file analysis alone miss the majority of novel ransomware samples at first encounter, while dynamic behavioral systems that require execution-time telemetry introduce detection delays that allow encryption to begin. This paper proposes RANSE-ML, a Hybrid Static-Dynamic Machine Learning pipeline that addresses three persistent gaps: the inability of static-only or dynamic-only detectors to maintain cross-family generalization as ransomware families evolve, the absence of a unified feature fusion architecture that combines pre-execution structural signals with execution-time behavioral signals at decision time, and the lack of an automated pre-encryption containment trigger calibrated to kill-chain stage rather than binary malicious/benign classification. RANSE-ML integrates a static analysis module (PE header features, import table entropy, and n-gram opcode sequences processed by a gradient-boosted classifier) with a dynamic behavioral module (file-system event co-occurrence, registry event sequences, and network beaconing pattern classification via a bidirectional LSTM) through a late-fusion ensemble with kill-chain stage output. Experimental evaluation across 3.1 million samples spanning 22 ransomware families on the MOTIF and CIC-AndMal2020 datasets demonstrates 95.8% cross-family detection accuracy, 91.2% pre-encryption containment rate at kill-chain stage 3, and mean detection latency of 4.1 seconds—enabling containment before encryption in 91.2% of tested campaigns. The framework aligns with NIST SP 800-83 malware incident prevention guidelines and CIS Control 10 (Malware Defenses) implementation requirements.
